D7.2 Interim impact assessment report – Full paper

This document is deliverable, D7.2 “Interim impact assessment report”. Deliverable 7.2 defines the framework and methodology for assessing the impact of the DIAMOND project and the extent to which the objective(s) are achieved. This specific objective is directly linked to the main issues identified in each of the use-cases (‘Deliverable D2.2 Methodology and Conceptual framework”).

• Use Case I - Public Transport Infrastructures (Railways)
• Use Case II: Autonomous vehicles
• Use Case III: Bike Sharing services
• Use Case IV: Employment of Women in Rail Industry and Freight/CSR Protocols

The proposed framework for the impact assessment is in two folds;
• Productive Equity Assessment and
• Sensitivity Analysis.

The Productive Equity Assessment identifies, measures, and assesses the Equity, Effectiveness
and Efficiency (the 3Es) KPIs for each Use Case.
Two types of sensitivity analysis are conducted:
• Sensitivity analysis over time and over space,
• Sensitivity analysis on the 3Es KPIs.

The Sensitivity Analysis assesses the robustness of the fairness measures or indicators over time and over space and to assess the sustainability of the results. Whereas the Sensitivity analysis on the 3Es KPIs is based on assessing the impact in three dimensions: Efficiency, Effectiveness and Equity. This will assess how changes in the Effectiveness and Efficiency KPIs can impact on the Equity KPIs. The general aim would be to reach a higher level of efficiency, while at the same time being able to meet quality and equity criteria. The outputs from this task will serve to build the impact reports in the next deliverable (D7.3). The measurement of the KPIs will be done through OBSERVATIONS where surveys are feasible and through EXPECTATION surveys where observations are not.
